The Homeless Services Reform Act (HSRA)

The HSRA governs the provision of services in DC’s homeless continuum. Among other things, the law establishes standards for service providers and sets forth the responsibilities and rights, including due process protections, of the community members who participate in the covered programs.

Between July 2016 and July 2017, Dr. Marcia Bernbaum carried out an in-depth case study of the Washington Legal Clinic for the Homeless. The case study focused on the Legal Clinic’s 30 year trajectory since its birth in 1987 with a focus on:

  • The Legal Clinic’s effectiveness between 1987 and 2017, in an increasingly complex environment, in adhering to its founding mission while delivering needed legal services to individuals experiencing homelessness.
  • How the Legal Clinic has impacted the individuals it has served, its staff, and members of its board of directors.
  • The Legal Clinic’s accomplishments since its inception along with the challenges it has faced.
  • Lessons learned that might be useful to other organizations whose objective is to defend the legal rights of individuals experiencing homelessness.
